事实上， 真实情况是： 2017年10月， 中共十九大报告把坚持推动构建人类命运共同体写入新修改的《中国共产党章程》。

2017年10月，“构建人类命运共同体”写入中国共产党党章。  2018年3月11日， “构建人类命运共同体”写入中华人民共和国宪法序言。
