一带一路和全球一体，没有现成的依据, 设计只能给一个大框架  One Belt and One Road and the whole world, there is no ready basis, the design can only give a big frame

想象应该会有很多新的领域，那就要为这些新的领域制定相应的法律制度。前两天看 “远方的家”节目，讲在比利时的大学里现在在开展一些研究项目，研究什么呢？研究哈萨克斯坦的中亚地区的气候，对当地生存环境的影响. 我们以前写proposal去国防部申请建造卫星系统项目的资金，在写proposal时候，要研究很多的技术应用，比如是什么样的通讯网结构，信息量是多大，用哪一个频道，要有几个卫星，什么样的卫星轨道，多大的天线，功率是多少？ 还有用什么样的 multi-access技术，怎么加密？好多东西都需要进行多样化的研究，从中找出最适合的选择，不同的技术层面组合起来，当然还要考虑商业方面的cost, 完备了最后才去申报。我发现，你们的一带一路和全球一体，好像还有很多领域都没有现成的研究成果，没有现成的依据，那要做设计就是一个很大的挑战，最多只能给一个大框架吧。以上我讲的还只是非人文方面的考量，我跟Jackie说，上帝不管你的肤色，外表、体型、口音，从哪里来的，年龄、脾气，等等，上帝只管一件事儿，那就是你是不是按照他的自然规律做事. 是，你就做成，不是，你就失败。所以在这个领域里，设计者是什么样的种族层次并不太重要，只要他有能力足够专业，就可以胜任这个工作。就像一个好的外科医生，可以为全世界人看病开刀一样.  可是，世界联邦政府是为全世界人民服务的，所以你就需要在上面的具体框架设计之上，更考虑各个地方的传统、文化、历史，宗教、文明程度、生活习惯，等等。比如说，全世界资源调配，你不能把猪肉养猪调配到伊斯兰世界. 而作为公众人物的领导人，那就需要考虑他们的背景。我看见人民代表大会开会，有很多的各党派个在、种族、层次、行业的的代表。说实在话，他们并没有足够的信息、没有足够的能力、没有这方面的经验、可以来作为统治者的。

The above is just a non-human consideration.
