世界一体先要把所有的资源财富搞清楚  The world must first clarify all resource wealth

亲爱的习主席，88，如果这个世界都是你的，第一件事，你要把你所拥有的资产搞清楚。比如说那些大部分不能再生的自然资源，矿产的分布，品质数量，开采的容易度。俄国地广人稀，就是到现在都没有把在境内的所有矿产，都探测到一清二楚的。澳大利亚也是矿产大国，还有非洲，亲爱的习主席，88，你们有没有想过跟谁合作，组织队伍去全世界各地把这些事情，包括水文地质矿产，土地的可耕性，酸碱度，规模产量等等先搞清楚。除了自然资源，再把各个国家的有优势的各行各业， 生产资源，社会资源，文化资源，等等，以及他们的分布，技术水平，生产规模，销售的市场，资源的优势所在，也搞清楚。如果这个世界都是你的，那就不像改革开放初期的中国，就没有外向型经济了，所有的都是内部的。那就应该把同一行业综合起来考量，比如农业，看哪些地方适合大规模耕种，可以作为粮仓，那别的地方零零散散的地，就可以还田于林，不用去花那么大代价种庄稼了。看哪些地方可以作为休耕时的备用土地可以有计划地轮种啊。再看世界有多少人口，今年需要量多大，制定耕作规模和种类！再按人口分布设计储存集散中心的地点， 这样全世界的粮食供应就全掌握在你手里了。其他的行业，也可以按照其特点照这样子综合安排。看过一个经济发展理论，城市中心是商业区住宅区，郊区是高级住宅区和蔬菜用地，远处是农业，畜牧业，还有一些大的重工业！为了集中市场，可以把适宜居住的地区，尽可能城市化，把人口集中到这里，有利于商业繁华服务业发达和生活文化丰富。在安排城市规模和人口密度同时，应该有一个密度上限.  应该把手工业,轻工业, 第三产业，尽可能把完整产业链安排在人口比较集中而且都在一起的地方，这样有利于降低成本培养人才。有一定人口密度限度，有一定活动空间配备，人口规模又足够支撑各种各样的文化活动，一个好生态的环境是有生活质量和可以持续发展的！
