These people are lawless, do whatever they want, control the government, and threaten the nations. Of course, they are supported by powerful military forces behind them. I suspect that Jackie's thing is what they made it out, and now there is no apologize nor compensation. The annual damage caused by terrorist activities is 20,000-30,000, far greater than those caused by police accidents, indiscriminate killings in public places, and shootings on campus.
