亚洲联盟倡议： 《建立东海特区》

亚洲联盟倡议： 《建立东海特区》一：亚洲联盟是亚洲人的组织，其宗旨是：《团结互助，和平发展。》目的是亚洲一家，共享繁荣。
（1）由亚洲爱好和平，遵守所在国法律的进步人士组成《亚洲代表大会》。
（2）由各国，各组织，团体，民族，地区的代表组成《亚洲联盟议会》。
（3）将由亚洲各国政府代表组成《亚洲联盟理事会》。
二：《东海特区》是一个中立性质的特区。
（！）由中国，日本，台湾等亚洲人民及代表所组成的《亚洲联盟》倡议建立《东海特区》。《亚洲联盟》将派遣特使前往上述等国家洽谈建立《东海特区》事宜。
（2）为了亚洲的和平发展，亚洲各国必须团结，互助，协商，对话，和平解决亚洲现存问题。21世纪才能属于亚洲，才能实现中国梦，韩国梦，日本梦等！可是亚洲当前中国与日本因钓鱼岛归属问题争端激烈，造成整个亚洲地区动荡与不稳定因素，处处可见。因此，《亚洲联盟》倡议：亚洲要团结，抛开私利，共同发展，共享繁荣。
（3）《亚洲联盟》建议：中国，日本，台湾等，把有争议的东海地区 委托给《亚洲联盟 》由《亚洲联盟》暂代管。
三：代管方式：
（1） 由中国，日本，台湾把各自有争议地区的主权；管理权；所属权；委托给《亚洲联盟》。建立〈〈东海特区〉〉
〈〈东海特区〉〉的组成与管理：
组织机构：
（1） 东海特区政府（中立性质）
（2） 东海特区议会（议员由中国，日本，台湾各派10名）
（3） 东海特区政府将设立海上巡警总署。（将借调中国，日本，台湾海上巡艇各6艘及巡警人员）
〈〈东海特区〉〉政府成立后，中国，日本，台湾人可自由进出东海特区。
〈〈亚洲联盟〉〉承诺：《亚洲联盟》所代管的东海特区，未来东海特区的归属权得到和平解决后，〈〈亚洲联盟〉〉将归还其所属国。

Proposal by Asia Alliance : Establishment of the Dong Hai Special Administrative Zone.

(1) Asia Alliance is an organization established for the welfare of Asia, by the peoples of Asia. It’s aim is to build a properous Asian community, work towards progress for all Asia and promote unity and peace throughout Asia and the world.
(a) Asia Alliance will establish an ASIAN PEOPLE’S REPRESENTATIVE COMMITTEE which is organized by law-abiding and peace loving asians of different nationalities.
(b) The respective representatives from different countries, race and organizations will form an ASIAN PEOPLE’S ASSEMBLY.
(c) Representatives for the governments of the countries of Asia will then represent their repective governments in the ASIAN GOVERNMENTS COMMITTEE.
(2) A DONG HAI SPECIAL ADMINISTRATIVE ZONE will be established by ASIA ALLIANCE in the Diaoyu Islands Area.
(a) Asia Alliance proposes the establishment of a DONG HAI SPECIAL ADMINISTRATIVE ZONE in the Diaoyu Islands Area to try to prevent escalation of tensions with regards to the matters of this area. Asia Alliance will send representatives to speak with the countries involved regarding the establishment of this special zone.
(b) For the progress, peace and prosperity to continue and for all of Asia to grow, all asian countries must stand united. Cooperation, dialouge and peaceful solutions for current problems is the only way forward.. Hence, Asia must unite, casting away personal gain, moving towards cooperative development and thus, achieving prosperity for all Asia.
(3) DONG HAI SPECIAL ADMINISTRATIVE ZONE will be a neutral zone governed by Asia Alliance.
(a) DONG HAI SPECIAL ADMINISTRATIVE ZONE COMMITTEE will be represented by 10 representatives from the countries involved.
(b) The territorial waters of the special zone will be patrolled by the authourithies of the countries involved.
After the establishment of the DONG HAI SPECIAL ADMINISTRATIVE ZONE, residents from the respective countries will be able to travel to and fro free to this zone.
The aim of Asia Alliance is not only to de-escalate the tension between the countries involved but also to develop and prosper the region. When conditions are right, Asia Alliance will hand over the administrative authourithy to the rightful country.
We urge all asians to stand together with us and support peace, prosperity and progress for Asia, as this will bring hope to the future generations of all Asia and also the world.
